The 28th China Beijing International High-Tech Expo (hereinafter referred to as CHITEC) is held at the China National Convention Center in Beijing from May 8 to 10. Seit dem Sturz des Assad-Regimes am 8. Dezember 2024 sind nach Angaben des UN-Flüchtlingshilfswerks UNHCR mehr als 1,6 Millionen syrische Flüchtlinge in ihr Herkunftsland zurückgekehrt. Je nach Stichtag schwanken die gemeldeten Zahlen leicht: Zum 16. April 2026 spricht das UNHCR von 1,614 Millionen Rückkehrern, für den 30. April 2026 werden rund 1,63 Millionen genannt. Zunächst hatte die „Welt am Sonntag“ über die Entwicklung berichtet. Die Rückkehrbewegung setzt damit deutlich früher und stärker ein, als viele europäische Regierungen noch vor wenigen Jahren erwartet hatten.

Den UNHCR-Daten zufolge kommt der überwiegende Teil der Heimkehrer aus den unmittelbaren Nachbarstaaten Syriens. Bis Mitte April 2026 reisten 634.000 Syrer aus der Türkei aus, 621.000 aus dem Libanon und 284.000 aus Jordanien. In der späteren Statistik zum 30. April werden die Größenordnungen mit fast 640.000 Rückkehrern aus der Türkei, etwa 630.000 aus dem Libanon und rund 285.000 aus Jordanien bestätigt. Damit tragen insbesondere die Aufnahmeländer in der Region die Hauptlast sowohl der Flucht- als nun auch der Rückkehrbewegung.

Deutschland spielt in den UNHCR-Übersichten bislang nur eine Nebenrolle. Die Bundesrepublik wird nicht gesondert ausgewiesen, sondern in der Kategorie „Sonstige Länder“ mit insgesamt rund 6.100 Rückkehrern geführt. Nach Angaben des Bundesamts für Migration und Flüchtlinge (Bamf) sind allein im vergangenen Jahr 3.678 syrische Flüchtlinge freiwillig aus Deutschland nach Syrien ausgereist. Insgesamt leben mehr als 900.000 Syrer in Deutschland. Nach dem Ende des Bürgerkriegs und dem Machtwechsel in Damaskus ist die Zahl der Neuankömmlinge deutlich gesunken.

Die Bundesregierung hat wiederholt betont, dass sie in vielen Fällen den ursprünglichen Schutzgrund für syrische Flüchtlinge als entfallen ansieht, verweist bei konkreten Schritten aber auf die rechtlichen Hürden. Das Bamf kann in sogenannten Widerrufsverfahren prüfen, ob sich die Lage im Herkunftsland so dauerhaft und erheblich verändert hat, dass ein Schutztitel nicht mehr erforderlich ist. Nach Behördenangaben ist dieses Kriterium bislang nicht erfüllt. Widerrufsprüfungen finden daher weiterhin nur „anlassbezogen“ statt – etwa nach unerlaubten Heimreisen oder schweren Straftaten. Zwar verzeichnet der jüngste Länderreport des Bamf seit dem Regierungswechsel in Syrien einen tendenziellen Rückgang von Konfliktvorfällen und Getöteten, gleichzeitig wird aber auf die weiterhin angespannte wirtschaftliche und humanitäre Situation hingewiesen.
